<br />The County Authorities contract with the state in cost-sharing the <br />operational weather modification program. County tax dollars are <br />used only for operations, not research or administration. The <br />Operations Advisory Committee coordinates the financial input of <br />each county and establishes that district's budget. The committee <br />also works with the Director in setting district-wide project <br />priorities. <br />The day-to-day activities are overseen by either the Director <br />or the Chief Meteorologist, who schedules the delivery of <br />chemicals and supplies to field personnel, ensures that proper <br />safeguards are followed, and assists the Field Meteorologists in <br />daily planning. The Bismarck-based staff prepare daily weather <br />briefings for each district and sends them to the radars via <br />telephone facsimile. This aids the Field Meteorologists in <br />planning for the day's activities. <br />The focal point of the field activities is the district <br />radar, where the meteorologists evaluate forecasts received from <br />the Bismarck office and determine which aircraft will likely be <br />needed should storms develop. From the radar the meteorologists <br />monitor storms and direct all seeding activities by radio <br />communications with the aircraft. This operational structure <br />works quite efficiently, allowing a quick response by project <br />personnel to storm situations. Also, the county residents have <br />continual direct input as to the strategies being employed. <br /> <br />-9- <br />
