3. Reasonable engineering estimate of future annual retail demand.

The City currently does not qualify as a covered entity. To get an idea of future
growth in Salida, the State Demographer visited the City to discuss future plans
and obligations. This review and discussion resulted in the conclusion that a 30
to 400/0 increase in population is likely over the next ten years. Additionally, a
191-acre development has been approved, which will add approximately 1,000
new residential taps. This development will also support new commercial
development.

Table 2 shows 2002 through 2012 population and water use data. The growth in
Salida for the next five years is projected as follows:

. Residential is increased by 100 new taps per year with an average of 2.8
persons per tap. This persons-per-tap ratio is reasonable based on 2003-
2006 data, and it falls within the expected range. A water use of 0.48 ac-ft
per tap is used.
. Commercial is expected to increase at 50/0 per year. Since Salida is the
commercial hub of the county and generates 580/0 of the sales tax dollars
from this category, this is a reasonable estimate. A water use of 480,000
gallons per tap is used to project this category.
. Multi-Family growth is anticipated to be in line with the Residential growth
of 30/0. A per-tap usage of 150,000 gallons is used to project this
category.

As can be seen in Table 2, Salida will deliver 2,000 ac-ft within the next four to
five years. The City will become a covered entity in a reasonable time period if
the grant money is awarded.

@ Clear Water Solutions, Inc.
City of Salida CWCB Planning Grant Application

3
