"fhis includes preliminary and fonal design, permitting, financing, and
construction. The Agreement contained a caveat that allows the Division Engineer to extend
construction beyond 2004 should extenuating circumstances beyond the control of the
Reservoir Company ccur. It is the intent of the Reservoir Company to implement the
rehabilitation and enlrgement in 2007. Although ambitious, this schedule is supported by
independent review from E8C Services. While Water Resources Consultants and E&C
Services believe it is possible to prepare for and construct the full project in the coming 2007
construction season, all parties understand it is up to the discretion of the Division Engineer to
allow the continuance.
'
Much of the preliminary permitting effort, field work, and design have already been conducted
' beginning as early as 2003. This includes geotechnical field work, surveying, wetlands
delineation, and biological assessments needed for preparation of the USFS Environmental
' Assessment. Also, di;cussions were held with the USFS and the US Army Corp of Engineers
regarding permitting requirements. Through a collectivs effort, including Division 5 Dam Safety
t Engineer Garrett JacGcson's participation, the design has been simplified to increase the
assurance of completirig the work in 2007 and is now at the 75% completion level.
'
'
'
Bull Creek Reservoir, Canal and Power Company
Bull Creek Reservoir No. 4, Feasibility Study
Nov. 30, 2006 Page 7 of 13
'
