"fhis includes preliminary and fonal design, permitting, financing, and <br />construction. The Agreement contained a caveat that allows the Division Engineer to extend <br />construction beyond 2004 should extenuating circumstances beyond the control of the <br />Reservoir Company �ccur. It is the intent of the Reservoir Company to implement the <br />rehabilitation and enl�rgement in 2007. Although ambitious, this schedule is supported by <br />independent review from E8�C Services. While Water Resources Consultants and E&C <br />Services believe it is possible to prepare for and construct the full project in the coming 2007 <br />construction season, all parties understand it is up to the discretion of the Division Engineer to <br />allow the continuance. <br />' <br />Much of the preliminary permitting effort, field work, and design have already been conducted <br />' beginning as early as 2003. This includes geotechnical field work, surveying, wetlands <br />delineation, and biological assessments needed for preparation of the USFS Environmental <br />' Assessment. Also, di;�cussions were held with the USFS and the US Army Corp of Engineers <br />regarding permitting requirements.
