<br />BUDGET JUSTIFICATION <br /> <br />Academic Faculty <br />CSU faculty will coordinate all activities, including the participation of ditch companies, the Northern <br />Colorado Water Conservancy District's activities, the activities of J-U-B Engineering, Inc., and the <br />subcontracts ofTEC Engineering and CWR Engineering. Additional activities include economic and <br />engineering data assembly and analysis for the modeling to be used by the conservancy district and J-U-B <br />Engineering, Inc. Dr. Wilkins-Wells will coordinate activities with the community and organize <br />workshops, community meetings, and will be largely responsible for writing the final report. Dr. <br />Podmore will supervise data collection and analysis as well as the graduate student activities. Dr. . <br />Anderson will assist J-U-B Engineers, Inc. with their economic analysis and modeling. <br /> <br />Administrative Professional <br />Considerable technical and administrative support will be needed for the effort, including, but not limited <br />to, arranging in-state and interstate travel and processing travel documents, making appointments and <br />reserving equipment through CSU's Instructional Services, duplicating documents, assisting in the <br />planning and conduct of a workshop, processing CSU administrative paper work for three faculty and two <br />graduate students, and documenting and coordinating repayment for services on the two subcontracts in <br />the proposal. <br /> <br />Graduate Research Assistants <br />One GRA will be assigned to the Northern Colorado Water Conservancy District to assist the <br />conservancy district's tasks. A second graduate student will assist Dr. Wilkins-Wells in the field, as well <br />as conducting analysis on opinion surveys, community meetings, and interaction with ditch company <br />boards and other entities. <br /> <br />Domestic Travel <br />Funding for travel in northeastern Colorado is needed to organize and conduct meetings, collect data and <br />coordinate activities between all of the participants. In addition, some travel funding is needed to meet <br />with, interview and collect data from canal companies in western Colorado, Utah and Idaho who are <br />actively involved in dual system management, or anticipating entering into this service. There will also <br />be need of discussions with members of the real estate industry, homeowners associations and other <br />stakeholders, as part of the data collection on opinions, experiences, and performance of various dual <br />system strategies. <br /> <br />Materials and Supplies <br />Modest funds are needed to cover costs of publication, equipment rental for workshops, and honorariums. <br />The honorariums would be for ditch company board members, managers and other persons who provide <br />assistance at meetings, or who are called upon to provide informational presentations during the course of <br />the fieldwork, data collection or participate in the final workshops as presenters. <br /> <br />Subcontracts <br />Two engineering firms will perform unique services for the study. These are noted in the "Project <br />Description." They are TEC Engineering in Ft. Collins and CWR Consultants in Longmont, Colorado. <br />TEC will develop base maps for the study. CWR will analyze water rights and other legal matters <br />pertaining to dual system management, and including liability and water resource concerns. A full <br />description of there activities is noted in the letters of commitment provided by these firms (see <br />attachments ). <br /> <br />Indirect Costs <br />Standard indirect costs are required for all university sponsored research. <br /> <br />20 <br />
