.

.

.

The data supports what is common knowledge to water right owners on the Arkansas River;
that the Rocky Ford Ditch, Fort Lyon Canal and Catlin Canal are genmally the calling rights. The
Catlin Canal (12/03/1884); however, in all probability does not dry-up the river because it has to
ensure that the Rocky Ford Ditch (5/15/1874) and Fort Lyon Canal (4/15/1884) senior rights are
satisfied. With the exception of the few times the Bessemer and Rocky Ford Highline call, the Fort
Lyon Canal's water right (4/15/1884) is the controlling call. Junior upstream water rights that are
calling have to bypass enough water to ensure the Fort Lyon is diverting its full decreed amount.
Below the Fort Lyon, the District 67 ditches of Amity, Fort Bent, and Lamar #2 are the controlling
calls.

Based upon this call analysis, CWPDA should acquire replacement water that will enable it
to replace its out-of-priority depletions upstream of the Fort Lyon. There will be critical periods in a
dry year, when full replacement upstream of the Rocky Ford Ditch will be required. A replacement
source that provides water directly to the Catlin Canal would also be a ~Iood replacement supply.

TABLE 11.0-1 I
Days Called Out for the Years 1977, 1978, and 1981
March 16 through November 14
Days Calling Percent of Time Calling
Entity Priority 1977 1978 1981 1977 I 1978 1981
Pueblo Board of W.W. 04/01/1874 4 4 0 1.6% 1.6% 0.0%
Rocky Ford Ditch 05/15/1874 78 77 21 32.0% 31.6% 8.6%
Bessemer #1 06/20/1881 0 1 0 0.0% 0.4% 0.0%
Bessemer #3 03/31/1882 0 0 3 0.0% 0.0% 1.2%
Highline (Town) 03/07/1884 9 3 5 3.7% 1.2% 2.0%
Fort Lyon 04/15/1884 65 57 32 26.6% 23.4% 13.1 %
Catlin 1 2/03/1 884 51 31 106 20.9% 12.7% 43.4%
Highline 03/11/1886 12 4 3 4.9% 1.6% 1.2%
Fort Bent 04/01/1886 0 1 0 0.0% 0.4% 0.0%
Lamar #2 11/04/1886 0 5 0 0.0% 2.0% 0.0%
Amity 02/21/1887 16 ,15 23 6.6% 6.1% 9.4%
Oxford #2 02/26/1887 1 0 0 0.4% 0.0% 0.0%
Fort Lvon #2 03/01/1887 3 9 37 1.2% 3.7% 15.2%
Bessemer 05/01/1887 0 2 4 0.0% 0.8% 1.6%
Catlin #2 11/14/1887 0 1 0 0.0% 0.4% 0.0%
Holbrook 09/25/1889 0 1 2 0.0% 0.4% 0.8%
Highline Jr. 01/06/1890 0 13 0 0.0% 5.3% 0.0%
Otero 03/03/1890 0 0 3 0.0% 0.0% 1.2%
Colorado 06/09/1890 1 10 0 0.4% 4.1% 0.0%
Holbrook #2 08/30/1893 0 1 0 0.0% 0.4% 0.0%
Fort Lyon #3 08/31/1893 3 0 0 1.2% 0.0% -0.0%
Great Plains Res. 08/01/1896 0 7 3 0.0% 2.9% 1.2%
Adobe/Horse Creek Res. 01/25/1906 1 2 2 0.4% 0.8% 0.8%

CWPDA: Sec II.D

10/07/99

Page 2
