<br />. <br /> <br />. <br /> <br />. <br /> <br />SECTION - II.D <br />Water Calls in the Arkansas River Basin <br /> <br />cWPDA FEASIBILITY STUDY <br /> <br />The ability to provide replacement water to the controlling water right on the stream is an <br />important factor when considering the value and adequacy of a replacement water source. The <br />controlling water right can be of several forms. <br /> <br />· A water right that is calling and drying up the stream. <br /> <br />· A water right that is calling but bypassing enough water to ensure a downstream senior <br />right is fully satisfied. <br /> <br />· A senior water right that must be fully diverting before upstream junior water rights can call. <br /> <br />As a part of this analysis, the water call records of Water Division 2 were analyzed to <br />determine the controlling water rights. The Division 2 Engineer's office provided t~e call records for <br />the period 1970 through 1998. These records were analyzed to determine which ditches were <br />calling on what priority. Two monthly periods were analyzed, March 16 through November 14 and <br />May 1 through August 31. The first period is the non-winter storage program period. The second <br />period is the period of heaviest irrigation diversion from the Arkansas River. It is anticipated that the <br />winter water storage decree priority (March 1, 1910) will be the controlling call from November 15 <br />through March 15 in the future. <br /> <br />The analysis found that during the period 1970 to 1998, periods of no call occurred only <br />about 2.7 percent of the time for the period March 16 to November 14 and 3.4 percent of the time <br />tor May 1 to August 31. It is interestil1g to note that John Martin Reservoir has been the controlling <br />call 5.3 and 8.8 percent of the time during the period March 16 to November 14 and May 1 to <br />August 31.. respectively. Historically, about 28 different ditches or reservoirs have collectively <br />called on 5!5 different water rights. <br /> <br />The critical calling period occurs during dry years similar to 1977, 1978 and 1981. Table <br />II.D-1, lists for the period March 16 to November 14 the calling ditch, its priority, the number of <br />days it was calling and the percent of time it was calling in 1977, 1978, and 1981.
