<br />. <br /> <br />. <br /> <br />{e <br /> <br />SECTION - II.A <br />Description of CWPDA <br /> <br />CWPDA FEASIBIUTY STUDY <br /> <br />Colorado Water Protective and Development Association (CWPDA) is a non-profit <br />organization, founded and incorporated in the State of Colorado in 1965. CWPDA's operating <br />practices were established to help protect and develop underground and surface waters of the <br />Arkansas River Basin by providing its members with the following: <br /> <br />· Low cost augmentation water to replace stream depletions caused by well pumping. <br /> <br />· Well tests to determine pump volumes and efficiencies. <br /> <br />· Compliance with the Amended Rules and Regulations Governing the Diversion and Use of <br />Tributary Ground Water in the Arkansas River Basi", Colorado (Amended Rules). <br /> <br />· Provide replacement water for member wells at a reasonable cost. <br /> <br />CWPDAis governed by a Board of Directors. The! Board is comprised of no more than two <br />directors for each county in the basin and one member representing the municipal entities active in <br />CWPDA. The Board of Directors has supervisory control over the business affairs of CWPDA. The <br />daily operation of CWPDA is under the supervision of their Manager. <br /> <br />CWPDA currently has 389 members and 807 active/inactive wells, of which, 789 are <br />included in CWPDA's 1999 Arkansas Rule 14 Plan. The membership is comprised of individuals, <br />corporations, municipalities, and other entities located within the Arkansas River Basin. Many <br />members are shareholders in several major ditch and canal systems located along the Arkansas <br />River or own senior water rights- on tributaries of the Basin. Its member wells are located in the <br />basin from Leadville to John Martin Dam. The majority of its membership is located the counties of <br />Pueblo, Otero, Crowley, Bent, and EI Paso, but CWPDA does also have member wells in Fremont, <br />Chaffee and Lake counties. <br /> <br />Since 1996, CWPDA has submitted Arkansas River Rule 14 plans to the Colorado State <br />Engineer for approval. These plans have been approved and, as a result, CWPDA member wells <br />have continued to operate. As part of these plans CWPDA has generally leased replacement water <br />from individual entities such as the Southeastern Colorado Water Conservancy District (SECWCDl, <br />Colo~ado Springs, Pueblo West, and Pueblo Board of Water Works.
