<br />. <br /> <br />. <br /> <br />- <br /> <br />To implement the augmentation plan for User Gmup 501-510 wells, the following action is <br />recommended for the municipal entities of St. Charles Mesa, Fowler, Manzanola, Rocky Ford, <br />Swink, La Junta, Sugar City, U.S. Veterans Administration, and Las Animas. <br /> <br />1. The entities should maintain a supply of Fry-Ark Project water equal to their average annual <br />depletions times a factor of 2.0. The supply should be a combination of an annual allotment <br />plus carryover storage in Fry-Ark Project reservoirs. <br /> <br />2. The entities should implement the process needed to get water court approval of their lawn <br />irrigation return and wastewater return flow as auglmentation water. <br /> <br />CWPDA member, Pueblo Activities Depot, is a municipal user not in the SECWCD; <br />therefore, Fry-Ark water is not available. A replacement supply on Fountain Creek with an annual <br />yield of about 164 acre-feet should be obtained through either a long-term lease or purchase. <br />Ga-If:5. <br />It is highly unlikely that the replacement water from Woodmoor, City of Fountain, Widefield, <br />and Rocky Ford Ditch water can be purchased. It is recommended that long-term leases with these <br />entities be sought. <br /> <br />If the Arkansas River water rights reservoir supplV was the Holbrook Canal, it is estimated <br />that ownership of about 19 percent (3,100 shares) of the company would provide an average <br />annual supply of 5,394 acre-feet and a storage space of approximately 1,985 acre-feet. To obtain a <br />yield of 5,394 acre-feet, additional storage would probablly be required. Fort Lyon's Adobe Creek <br />Reservoir would be a possible storage vessel. <br /> <br />CWPDA is entitled to receive Fry-Ark return flows under the SECWCD Allocation Policies, <br />"first right to claim." However, the claim must be madl~ through each irrigation company. It is <br />recommended that CWPDA contact each ditch company and the SECWCD to establish the proce,dures <br />whereby ditch companies can implement their Ufirst right" for CWPDA member well ditch or canal <br />shareholders.
