Wadsworth Blvd., #306
Denver, CO 80227

Attention: Mr Bill Blatchley

Subject: Cost Estimate for Feasibility Assessment and Design of Liner System and Reservoir
Improvements for Lower Sacramento Creek Reservoir near Fairplay, Colorado
KRW Consulting, Inc. Project No.: 0210-05

Dear Mr. Blatchley:

As you requested, I have prepared a budget for the feasibility assessment and design of improvements to
the subject reservoir. Our design budget as proposed is $14,H\6 to include the following tasks:

1. Inspect the existing reservoir conditions to assess necessary improvements.
2. Excavate, sample and log five test pits in the existing impoundment to determine the existing soil
conditions and the availability and types of soil and rock for construction of reservoir
improvements. Two composite samples are proposed for analyses for pertinent geotechnical
properties.
3. Survey the test pit locations and augment the existing topographical information at critical
locations such as reservoir inlets and spillways.
4. Assess technical feasibility of lining the reservoir and select an appropriate lining methodlmaterial
based on site conditions, material cost, construction cost and acceptable reservoir seepage rates.
5. Prepare design documents for earthwork in and around the reservoir to include liner foundation
construction, embankment construction and armoring, and inlet and outlet construction.
6. Prepare design documentation to facilitate use, placement, anchoring and covering of a the
selected liner for the reservoir to reduce seepage from the reservoir.

The project deliverable will be our design report including all field, laboratory and survey information;
design rationale, drawings and a construction quality assurance/quality control plan.

We have identified several limiting assumptions used in preparing our cost estimate and included them on
the cost estimate sheet. However, if these assumptions do not prove valid, we are willing to provide
additional engineering services based on our unit rate structure. The cost estimate is for budget planning
purposes only. We propose to bill you on a time-and-materials basis; therefore, ifthe cost for completing
the project is less than estimated, you will be billed accordingly and vice versa.

Thank you for the opportunity to serve you on this project. If you have questions regarding the scope of
work or cost estimate as defined herein, please feel free to call me.

Regards,

~ e. ~--

Kip R.
