<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The outlet pipe is approximately 2~mO feet long and discharges into a ditch which <br />eventually flows into the Cache la Poudre River. A diversion structure is downstream in the <br />river which diverts water into the O~lilvy Ditch. Photos of the diversion structure also <br />appear in Appendix A. <br /> <br />ALTERNATIVES <br /> <br />Two alternatives have been considered for the structures covered in the NEEDS Section. <br />They include: (1) Do nothing; (2) Repair the outlet pipe, construct a newgate tower with a <br />service spillway, and construct an emergency spillway. <br /> <br />Alternative # 1 <br /> <br />One course of action considered was the DO NOTHING ALTERNATIVE. This option is not <br />viable because a sink hole has developed due to soil erosion around the outlet pipe. This <br />problem continues to exist and will cause more problems in the future. This option also <br />does not address the inadequate spillway capacity. <br /> <br />The option to "do nothing" does not mean spending no money on the system. OILC has <br />been operating under the "do nothin~I" option for many years and the structures are at or <br />beyond their effective life. Money had to be spent to repair the sink hole below the county <br />road and the cost to repair damage due to an inadequate spillway capacity could cause the <br />company to go bankrupt. The potential for a future restriction will mean loss of storage and <br />ultimately the loss of water rights if the dam is not repaired. <br /> <br />Alternative #2 <br /> <br />The second alternative involves rehabilitation of the dam including: <br /> <br />1. Remove and replace the existing outlet pipe and gate tower. A service spillway will <br />be incorporated in the new gate tower. <br /> <br />2. Construct a new emergency spillway on the right side of the outlet works. The <br />emergency spillway will be established through the dam at an elevation 1-foot <br />higher than the service spillway. The emergency spillway will consist of box culverts <br />through the dam and under Weld County Road 66. <br /> <br />3. The entire dam crest will also be leveled and road base placed on the crest from <br />Station 10+00 to Station 13+00. New riprap will also be placed along the upstream <br />face of the dam in the area of construction. <br /> <br />The estimated construction cost to repair the structures is estimated to be $ 293,996 with a <br />15% contingency fee and an additional cost of approximately $50,000 for engineering <br />services. <br /> <br />Rehabilitation of Seeley Lake Outlet - Feasibility Study <br /> <br />Page 6 <br />
