8.0 A draft and final report were prepared to summarize key results, assumptions, and
analyses of the study.

1.3 Authorization

This work was authorized by a Contract for Engineering Service between GEl Consultants, Inc.
(GEl) and the Town ofPaonia. The contract was authorized on July 27, 1999.

1.4 Project Personnel

GEl's associated subconsultant teaming partners for this study were WestWater Engineering
(WestWater) and BBC Research and Consulting (BBC). WestWater performed the water rights
evaluations and BBC performed the water demand projections.
