<br />INTRODUCTION <br /> <br />Study Obiective <br /> <br />The original of this report was to document the technical, financial, and <br />institutional aspects of the first step in improving the raw water supply system owned <br />and operated by the Town of Paonia (Town or Paonia). This report was prepared to be <br />consistent with the Colorado Water Conservation Board's (CWCS) guidelines for <br />,feasibility reports, but has been written ,to document a master plan approach for <br />improving Paonia's water supply system. <br /> <br />This report was finalized in February 2004 to reflect revisions to the report <br />required to support a CWCS loan to the Town for the purchase of water rights in the <br />form of a repurchase and retirement of 317 unused out-of-town water taps associated <br />with the Ark Land property, Although the CWCS approved the loan on January 23, <br />2003, Paonia subsequently declined to accept the loan because the Town could not <br />reach a final agreement on the water rights purchase with the Ark Land Company. <br /> <br />This report was finalized in February 2004 so that the Town could receive the <br />$10,000 CWCS grant that was authorized for this report. The data documented in this <br />report reflects information that was available at the time the draft report was prepared <br />in June 2002. No attempt was made to update information in this report to reflect the <br />post-June 2003 data. <br /> <br />Scope of Work <br /> <br />The scope of work summarized in this report includes: <br /> <br />Task 1 - Facilitated a public meeting and workshop to review the previously <br />completed draft report and solicit public input to the water supply study. <br /> <br />Task 2 - Revised the previously completed draft water supply study prepared by <br />GEl Consultants, Inc. in April 2000 (Draft 2000 Study). <br />
