Table 4, During this time, 45 water taps were sold to in-town customers and 105 were
sold to out-of-town customers for a total of 150 water taps sold. Based on this
information, tap sales have averaged about 4 in-town taps and 10 out-of-town taps per
year during the 11-year period from 1999 to 2001. After subtracting the tap sales from
the number of active taps shown in Table 3, we estimated that there were about 794
in-town and 443 out-of-town taps on Paonia's water system at the end of Year 1990.
Based on tap sales from 1991 through 2001, the water demand growth within the
Town of Paonia had grown at an average rate of 0,5 percent per year. The taps sales
also indicate that out-of-town water demands were growing much faster at an average
annual rate of 2.2 percent per year.

A review of the information In Table 3 also illustrates Paonia's unique water
supply challenge. In addition to the 1,387 active taps on Paonia's water system, 407
standby taps had been sold, but were currently not in use. Some of these standby taps
include residents who have left Town for several months and had their water turned off,
but the vast majority of the standby taps had been sold for the purpose of out-of-town
development. In theory, these taps could be brought "on-line" at any time resulting in
about a 30 percent increase in demands, However, the reality of the situation is that an
