completed the previous Draft 2000 Study while employed by GEl and was familiar with
many of the key issues,

A meeting was held on January 9, 2002 with representatives of the Town, the
CWCS staff, Wheeler, and WestWater. The consensus of the meeting was to finalize
the study in a revised master plan format. An opportunity had also arisen to work with
the Conservation Fund to purchase the Ark Land Company property and 31 7 standby
water taps. This purchase would relieve the Town of much of its standby tap burden
that would always be susceptible to the pressures of development.

During the January 9, 2002 meeting, key steps in the master plan for improving
Paonia's water supply were identified. The first step of the plan was to work towards
completing the Ark Land Company purchase. The subsequent steps of the master plan
are intended to provide additional storage for water that is currently wasted through
collection system spills and system leakage. The key steps in the master plan are as
follows:

Step 1:

Purchase Ark Land Company property and associated water taps
and water rights.

Step 2:

Improve the Lone Cabin Ditch & Reservoir inlet & outlet system.

Step 3:

Complete Stage 1 of increased Lone Cabin Storage.

Step 4:

Complete Stage 2 of increased Lone Cabin Storage.

A draft feasibility report was completed for CWCS staff review on ~Iune 5,
2002, This February 2004 feasibility report finalizes the June 5, 2002 report and
addresses CWCS staff comments. The purpose of the final report was not to update
information, but to provide a final report so that the Town could receive its original
$10,000 grant for this study.

8
