The consensus was that a stalled approach to
providing additional storage in Lone Cabin Reservoir appeared to be the preferred
alternative because it was the most cost effective alternative and would likely yield the
most water in the Town's system. The agreement was to have representatives of the
Town begin discussions with the Lone Cabin Ditch and Reservoir Company before
pursuing this alternative in greater detail.

Developments since the Draft 2000 Study

In early 2001, the Town Council approved the annexation of property for the
Minnesota Creek Estates. This development included 34 new water taps. Opponents
to the development obtained a working copy of the Draft 2000 Study and interpreted it
to me.an that the Town did not have enough water to support any further water tap
sales. The result was an initiative election in July 2001 that reversed approval of the
Minnesota Creek Estates property annexation, essentially eliminating it from
development and service by Paonia's water system.

In an effort to finalize the Draft 2000 Report, the Town Council retained the
team of Wheeler and WestWater to update and finalize the Draft 2000 Study. Wheeler
was retained with the permission of GEl and the CWCS staff. Mr. Jamieson had

7
