I <br />I <br />I <br />I <br />The Blue Lake Owner's Association (BLOA), located in Eagle County, has lapplied for a <br />Construction Fund Authorization to construct a raw water irrigation system for the Blue Lake <br />Subdivision. BLOA is a formal homeowners association with power to collect assbssments from <br />its membership. They are requesting a $900,000 Authorization from the Constructibn Fund, 75 % <br />of the estimated total cost of $1.2 million. i <br />I <br />. I <br />BLOA wants to construct the new system because the cost of potable water from Mid Valley <br />Metropolitan District (MVMD) is increasing. MVMD has more delivery co~tments than it <br />I <br />can supply with its existing infrastructure. A recent rate increase has already raise~l the total cost <br />of summer watering about $100, and further rate increases are expected. ! <br />I <br /> <br />The Association owns direct flow ditch rights that can be used for irrigation. !They need to <br />construct the infrastructure (pumps, valves, and pipelines) to distribute the water :to open space <br />and to the individual lots . : <br />I <br />I <br />I <br />The Association members worked together to complete a draft feasibility s~ldy , with the <br />assistance from the Natural Resources Conservation Service, Glenwood Springs loffice. They <br />considered 7 alternatives in arriving at their selected project. : <br />I <br />i <br />I <br />The purpose of the project is to provide raw water irrigation for parks, opel'n space, and <br />individual owner lots with a total surface area of about ~ 31 acres.
