Decision. Tom asked the water users to send letters in support of the legislation to the
board as well as attend the CWCB board meeting. It is to come up on the agenda at
10:30 a.m. on the 22nd. Rep. Kathleen Curry and Sen. Jim Isgar are both scheduled to
attend. These provisions could be included in the draft Projects Bill or introduced as
separate legislation. Dan emphasized the importance of the letters of support and
attending the meeting. Brooke Fox also noted the importance of letters and attendance.
Tom said he will send out a draft support letter as a guide.

Chatfield Oversight Committee Report
Rick McLoud said that ERG Resources was hired to undertake three months of work in
2007. The oversight committee is working with the consultants on their scopes of work
for 2008. Rick then handed out the 2008 Consultant Costs Allocation per Entity. Rick
asked that the water users contribute for the entire year. Theresa Jehn-Delleport
requested that an invoice be sent. Rick said Greenway would invoice all water users.

Rick said Steve Dougherty, ERG Resources, was hired in 2007 for $15,000 and that
Centennial Water and Sanitation District paid for his services. They are asking for credit
on Centennial's amount owed in 2008. Rick requested feedback from the waters users.

Rick talked about attorney Deborah Freeman undertaking legal analysis. Rick turned to
the search for an EIS facilitator. The 2008 budget has become larger than expected
before adding costs in for the facilitator. The current thinking is that Deb Freeman may
be able to address some of the facilitator needs. Ronda Sandquist commented that the
EIS funding is a small part of the picture and that the bigger issue is the cost of storage
Issue.

Rick gave an update on the proposed water user entity. It is still being worked on and a
concept will be brought back to the coordinating committee.

Rick concluded with a report on other consultants who are working on the Chatfield
project. Brooke Fox is being paid by CWCB for environmental work; Katie Fendel is
being paid by CWCB for work on information all of the water users will need for
contracts.

EnvironmentallRecreation Subcommittee Report
Brooke Fox reported on the Monday, January 7 meeting. Dave Giger and Rick McLoud
contributed. A field trip of Chatfield will take place on February 4. Brooke will work
with ERG Resources and Dave Giger will be putting together sideboards that would
address potential impacts of operation. It was noted that the Division of Wildlife is
involved in the mitigation planning and wants to meet with ERG Resources and Tetra
Tech. Brooke identified the critical issues, including the inundation of cottonwoods
(ERG has done work on this) and the status of the conceptual mitigation plan, which is
being addressed in conjunction with the Corps and the Land and Water Conservation
Fund managers (since LWCF funds were used in part when Chatfield was first built..
