<br />Chatfield Reservoir Reallocation Project Coordinating Committee <br />January 9, 2008 - 1:30 p.m.-3:30 p.m. <br />Colorado Foundation for Water Education - 1580 Logan Street, Suite 410 <br /> <br />Summary of Meeting <br /> <br />Attendees (list attached) <br /> <br />Introductions <br />Tom Browning opened the meeting and asked attendees to introduce themselves. He <br />noted that South Suburban Parks and Recreation District is a new Special Technical <br />Advisor and represented by Cecily and Jim at today' s meeting. <br /> <br />AnnouncementsfU pdates <br />Tom Browning noted that the Corps released chapters 1, 2 and 6 of the draft EIS. <br />Chapter 3 is expected to be released at any time. The water quality appendix was sent <br />yesterday. Tetra Tech wants comments consolidated as much as possible. Rick McLoud <br />asked if there is a stated turnaround time for responses in reviewing the chapters. Tom <br />said no and that some chapters rely on information from other chapters. He suggested that <br />a self-imposed deadline among the water users will be important. <br /> <br />Tom announced that the amendment to the Feasibility Cost Share Agreement (FCSA) <br />was signed by Omaha District Commander Col. David Press adding in the $130,000 that <br />was committed by the South Platte Basin and Metro Basin roundtables. An invoice has <br />been sent by the Corps to CWCR With regard to current funding, Tom explained that <br />the Corps has around $58,000 available for Chatfield at this time. Tetra Tech's contract <br />has been extended by the Corps through 2008. Tom noted that the $130,000 plus the <br />$269,000 earmark should be enough for FY2008 (through September 30 and slightly <br />beyond). <br /> <br />Tom also discussed the Corps' Vertical Team efforts to reach a conclusion regarding the <br />non-federal role in project mitigation. Nancy Pfeffer with the Omaha Corps will be the <br />lead. Vaughn McWilliams will be the CWCB lead along with Dan McAuliffe. Vaughn <br />commented that CWCB will look at the Howard Hansen Dam (Tacoma, Washington) and <br />Waco, Texas Reservoir contracts that the Corps had forwarded for review. He said the <br />contracts will be shared with the users. <br /> <br />Tom addressed the proposed Chatfield legislation. The draft bill calls for lifting the $10 <br />million ceiling on individual loans and allocates $5 million in seed money to CWCB <br />immediately. Dan noted that additional language was inserted to clarify CWCB's <br />authority to proceed. The CWCB board meeting will be held at the Hyatt Regency Tech <br />Center on January 22nd and 23rd at which time the proposed legislation will be presented. <br />If the board approves it, it will go to the General Assembly, and if passed there and <br />signed by the Governor, funding would become available on July 1, 2008. Rick asked <br />whether there are limits on how the money can be used. Dan stated that the funding <br />would be used to implement the Chatfield project following approval of the Record of <br />
