<br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Rapid growth would wreak havoc on Meeker and its resident's, <br />who have enjoyed a serene and pastoral life up to now. It is <br />feared that growth of an unplanned nature will raise taxE~s, <br />reduce services, increase crime, degrade the Town environment and <br />generally stress the urban system in an adverse manner. The Town <br />is subject to outside influences primarily generated at t.he <br />regional, state and national level. The Town board realized that <br />it could do something about its water supply in preparingr for <br />growth, and it is with that in mind that, the Town of Meeker <br />undertook detailed planning and water resource investigations in <br />mid-1973 on their own volition about the time of the first <br />indication by the federal government of a change in national <br />energy policy. See map 2 - (zones of future growth). <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />At that time, the Town of Meeker had already explored for a <br />water resource, it had constructed a producing water well, and <br />the water transmission line route had been surveyed and the Town <br />of Meeker was prepared to proceed into the final design and <br />construction phase of its project. <br /> <br />Present System <br /> <br />Current water supply is via two surface water intakes in the <br />White River; the upstream gravit.y intake is eight miles upstream <br />of the Town and is used from September through April (see map 3). <br />The second water intake is located in Meeker and supplies the <br />water treatment plant which is operated from May through August <br />during that period when the White River is turbid. Both water <br />intakes are plagued with freezing problems most of the winter. <br />The Town residents drink water from the White River which has <br />only been disinfected. The upstream intake and the eight-mile <br />long transmission line are in poor condition. The water <br />treatment plant does not work well. <br /> <br />There is 1,000',000 gallons of clear water storage provided <br />in Meeker in two steel tanks which float on the distribution <br />system. The water distribution system contains a prepond,erance <br /> <br />-2- <br />
