The total development cost in the year 2007 is estimated to be $3,692,000. <br /> <br />The construction costs are based upon DISTRICT crews or contractors perfomling the <br />installation of the pipelines but the DISTRICT crews would construct the pump stations. The <br />DISTRICT has installed these facilities in the past and has the equipment, knowledge and <br />expertise to perform this work. The costs are based on detailed records kept by DISTRICT <br />regarding personnel hours and equipment usage. <br /> <br />XI.9 OM&R COST ESTIMATE <br />The OM&R cost of the existing Dove Creek Canal and related facilities is $2,160,000. The <br />increase in OM&R costs to serve the WETP ACK approximately 3,000 acres will be primarily <br />associated with the increased power cost to pump an additional 6,000 acre-feet per year at Great <br />Cut Pumping Plant and at the new pump stations. Based on operation of the existing project <br />facilities, the cost is estimated to be $30 per acre for a total annual increase in operating cost of <br />$90,000. <br /> <br />In addition, to the increased OM&R cost at the pump stations, the USBR will charge <br />approximately $6,000 for carriage of 880 acre-feet of water to the Sandstone Pumping Plant and <br />$16,000 for carriage of 4,400 acre-feet of water to the PVE and YJE pumping plants. The total <br />annual cost is $22,000. <br /> <br />The $2,160,000 existing annual OM&R cost will increase by about $112,000 to $2,272,000. <br /> <br />The existing Project OM&R cost of $2,160,000 is for 28,000 acres of irrigated land for a cost per <br />acre of $77.14. The new estimated OM&R cost including the WETP ACK lands is $2,,272,000 <br />which will be for 31,000 acres for a cost per acre of $73.29. There is a savings of $3.85 per acre <br />by spreading the OM&R cost over 3,000 more acres. At the DISTRICT Board's discretion the <br />difference can be passed along to the full service irrigators as a savings or the $3.85 can continue <br />to be added to the cost per acre and used to rebuild DISTRICT reserves. <br /> <br />19 <br />
