The size of McPhee Reservoir
was constrained because the reservoir could not be increased further to serve more land without
encroaching on the Town of Dolores. The allocation of 25,400 acre-feet for the downstream
fishery further reduced the amount of land that could be irrigated. Providing additional water
and facilities to irrigate more land has been a long standing priority of the DISTRICT and is one
of the primary purposes of WET PACK.

In order to assess the demand for additional irrigation water, the DISTRICT accepted petitions in
July through October, 1999 from land owners adjacent to the "Full Service" area. The petitions
required that land owners selected for inclusion in WETP ACK pay $250 per acre up front to
receive water. Approximately 13,000 acres of land petitioned for water; of the total petitions,
approximately 7,399 acres could be reasonably developed into blocks.

The 2000 Feasibility Report contemplated the irrigation of 4,064 acres from the lands that
petitioned for water. The number of acres was reduced after completion of the 2000 Feasibility
Report to approximately 3,000 acres to be within the financial capability of the DISTRICT.

Please refer to the 2000 Feasibility Study for detailed information.

6
