Refer to the attached Table 1. No contingency has been added to the total cost <br />estimate amount. The Town is requesting the maximum amount for a CWCB small project loan in the <br />amount of $1 million and will pay the remaining ~m the Town's existing Water Fund cash <br />reserves. The term of the requested loan is 20 years aC.50 percent interest. <br /> <br />7.2 Opinion of Feasibilitv ~ 3 3S / I ~ j) <br /> <br />The proposed project is not only financially viable but will likely be a sustainable financial resource to the <br />Town in future years. Increasing the reservoir storage and lining the reservoir provides an immediate, real <br />value to the Towns water system and will also likely improve the community use of the lake as a fishery by <br />increasing the average available storage depth of the reservoir. <br /> <br />8.0 PROJECT SCHEDULE <br /> <br />/ <br /> <br />) <br /> <br />The project is scheduled to bid in mid February of 2003 with construction beginning in mid March of 2003. <br />Mr. Mark Haynes, P.E. with the Office of the State Engineer, Dam Safety Branch has indicated that he <br />expects to begin reviewing the submitted Milavec Lake plans by February 1,2003. Based on this information <br />it would be reasonable to expect to get comments addressed and final approval of the plans by the end of <br />February. However, if plans have not been approved by the bid opening date, initial work on the project could <br />begin including excavation of the sandy material from the reservoir bottom before final approval of <br />construction plans and the associated technical specifications. <br /> <br />9.0 PERMITTING <br /> <br />Several areas of wetlands have been identified on the project site. Identified wetland areas were delineated by <br />Queen of the River biologist Brenda Mitchell. Mr. Terry McKee with the United States Corp of Engineers <br />(USACE), Brenda Mitchell and Brad Hagen of RMC met on-site to review the proposed project and potential <br />impacts to these wetland areas. After the meeting, Mr. McKee consulted with other persons with the USACE <br />(in the Denver and Omaha offices) and determined that Milavec Lake is not "Waters of the United States" and <br />that Wetland Areas ill and V are non-jurisdictional.
