(RMC) prepared this report to <br />address the Colorado Water Conservation Board's (CWCB) requirements for receiving a CWCB raw water <br />system improvement project loan. The information in this report supplements the technical project Feasibility <br />Study completed by RMC in September of 2002. This previously completed report discussed the physical <br />attributes of the project site and described design alternatives for enlarging and rehabilitating the existing <br />facility. The following discussion focuses on additional information requested by the CWCR <br /> <br />2.0 PROJECT BACKGROUND <br /> <br />J <br /> <br />Milavec Lake is also commonly referred to as Firestone Reservoir and the actual dam embankment Structure <br />is referred to as Frederick Dam (DAMID 055319) by the State Engineer's Office (SEO). Frederick Dam fully <br />encircles the reservoir (ring dike) and provides mostly above grade storage. Frederick Dam is a Class 2, Small <br />size dam located in the Town of Frederick, Colorado ("The Town") in the southeast portion of Section 24, <br />Township 2 North, Range 68 West of the 6th Principal Meridian, Weld County, Colorado. The site is located <br />on the northwest corner of the intersection of Weld County Roads 13 and 18 and is approximately two miles <br />north and east of the 1-25 and Highway 52 interchange. Frederick Dam is located within the boundary of the <br />Colorado Department of Natural Resources Water Division No.1, Water District No.5. <br /> <br />'?~o \ <br />S .\1r ;" (' <br /> <br />6.-c tv <br />--? <br /> <br />3.0 PROJECT SPONSOR <br /> <br />The Town of Frederick ("The Town") is a small town located along Colorado's Front Range. It is situated <br />./ between the towns of Firestone and Dacono in southwestern Weld County. Frederick started as a coal mining <br />camp and was incorporated in 1907. <br /> <br />7~~ .,. <br /> <br />./ <br /> <br />/ The Town's main domestic water supply was the Milavec Lake storage volume until 1988 when the Town <br />converted to the Central Weld County Water District ("Central Weld") system. <br /> <br />Vlve" <br />-:/ <br /> <br />3.1 Current Statistics <br /> <br />I <br /> <br />Four thousand persons reside in the Town of Frederick based on the most recent population estimates. <br />Approximately 1,600 domestic water taps and 100 commercial/industrial taps are served by The Town's <br />potable water system. The Town also provides water to 89 water users in the Evanston development. The <br />most recent water year (November 1,2001 to October 31, 2002) report indicated that the Town's total potable <br />water usage was 1,001 acre-feet. Based on the records for this most recent water year approximately 69 <br />percent of average annual household and town use occurs during summer months (May through September). <br />Further, an estimated 75 percent (or more than 520 acre-feet) of the total summer usage is for lawn/park <br />irrigation. Refer to Exhibit A. <br /> <br /> <br />0~~~~' <br /> <br />The Town is currently required to provide 1.2 units of Colorado Big Thompson (CBT) raw water to Central <br />Weld per single-family residence that is served.
