't. <br /> <br />Town of Frederick - Milavec Lake Rehabilitation <br />January 22-23, 2003 <br /> <br />fillings, particularly last year due to the shallow groundwater table related to the drought. In <br />September 2002, the Town through Rocky Mountain Consultants (RMC),completed a Seepage. <br />Investigation Study, concentrating on reducing the transmissivity beneath the dam foundation. <br />RMC performed field investigations to collect the geologic and geotechnical data necessary to <br />evaluate the feasibility and cost of seepage reducing improvements, and evaluated the site's water <br />balance in order to assess the potential effectiveness of the proposed alternatives. <br /> <br />Feasibilitv Studies <br /> <br />The Town, through its engineer RMC, has completed a feasibility study in accordance with CWCB <br />guidelines. The study includes an assessment of alternatives available for reservoir rehabilitation for <br />seepage reduction. <br /> <br />The Town of Frederick <br /> <br />The Town of Frederick is situated in southwestern Wield County, between the towns of Firestone <br />and Dacono, and was incorporated in 1907. It was originally started as a coal mining camp. The <br />current population is approximately 4000 residents, and the Town serves about 1,600 domestic <br />water taps and 100 commerciallindustrial taps. The Town projects to grow between 1.0 and 4.0% <br />annually. (State projections for Weld County overall show an annual growth rate of 3.2% through <br />2025.) The Town's Water Fund is operated as an enterprise fund. It is the opinion of the Town's <br />attorney, as well as the Town auditor, that the TABOR amendment would not impact the funding or <br />loan repayment for the proposed project. <br /> <br />Water Riahts <br /> <br />Milavec Lake is filled via the Lower Boulder Ditch and the Leyton Lateral. Lower Boulder Extension <br />Reservoir is the legal name for the storage decree that has historically been used to fill the lake. <br />The decree has an appropriation date of 1892 and an adjudication date of 1907, in the amount of <br />768 acre-feet. In 1982, by agreement, the Town subordinated 221.5 acre-feet of storage to <br />municipal users upstream, leaving a right of 546.5 acre-feet under the original storage decree. The <br />lake has his~orically been filled in late April and early May under the storage decree. RMC estimate <br />that the reliable yield of the storage right is 450 acre-feet. The Town is also in the process of <br />investigating acquisition of additional direct flow rights to help fill the lake. <br /> <br />Proiect Need <br /> <br />In the most recent water year (Nov. 2001 to Oct. 2002), the Town's potable water usage was 1,001 <br />acre-feet. Approximately 69 percent of average hOlJsehold and town use occurs during the summer <br />months (May to September) , and an estimated 75% (more than 520 acre-feet) of the total summer <br />usage is for lawn/park irrigation. <br /> <br />Milavec Lake storage will be used to irrigate at least 100 acres of predominantly grass-covered <br />areas _ Town parks, open space and trails, and school district athletic fields. The average annual <br />water requirement for the areas to be irrigated is 300 acre-feet. The total water volume lost to lake <br />evaporation will be approximately 130 acre-feet. Thus the currently projected average annual water <br />use volume, plus the evaporative loss from the lakE~, is within the 450 acre-feet projected to be <br />available from Milavec Lake on an annual basis. . <br /> <br /> <br />Raw water irrigation will replace the current use of CWCWD water for irrigating some of the Town's <br />public areas and parks. Currently, the Town pays $0.63 per thousand gallons for CWCWD to treat <br />and deliver the Town's water. The estimated cost of pumping raw water from Milavec Lake for <br />irrigation is approximately $0.20 per thousand gallons includin~J power, system operation and <br />Page 2 of 6 <br />
