Town of ,Frederick- Milavec Lakl~ Rehabilitation

Introduction

The Town of Frederick, acting by arid through its Water Fund (enterprise fund), is applying for a
$1,000,000 Small Project Loan from the Construction Fund to rehabilitate Milavec Lake to reduce
seepage loss' and increase capacity. The purpose of the project is to provide non-treated irrigation
water for approximately 100 acres of parks, open space, and school recreation areas. The estimated
total cost of the project is $1,335,000. Please see thE~ attached project summary and map.

Backaround

Milavec Lake is located in Weld County at the NW corner of the intersection of Weld Co. Rd. 13 and
18, approximately two miles north and east of the 1-:25/SH 52 Interchange. Milavec Lake was the
Town's main domestic water supply until 1988, when the Town converted to the Central Weld
County Water District (CWCWD) system. Water is delivered to the Town through a master meter.
Most recently, the reservoir has been used only for recreation purposes.

The lake has a surface area of 65 acres and a capacity of 775 acre-feet. The dam fully encircles
the reservoir (ring dike) and provides mostly above grade storage. The dam, originally constructed
in 1910, is a Class 2 dam 19.0 feet high, with a crest length of 6865 feet, and a crest width of 12
feet. It has a 110 foot long spillway and a 14" diameter outlet works. The outlet works valve was
recently repaired to the State Engineer's Office (SEO) satisfaction. The old water treatment plant
building sits just below the dam, near the outlet works discharge.

The reservoir has a history of seepage problems. While recently the Town has been using the
reservoir only for recreational purposes, they have noted a significant drop in water levels between
