Since the Board's approval of this alternative in November of 2002, the Town has re-l~valuated
the design/construction alternative, given concerns by the Ranch. As indicated previously, the Ranch
bas an 18 cfs water right from Sheep Creek basin, which flows into Jones No.2 Reservoir. During
discussions between the Town and the Ranch, the Ranch indicated that they had a strong concern that
the Town may introduce Whirling Disease into the reservoir when bringing in water from the Colorado
River. In order to eliminate lhis concern, the Town would be required to construct a separate treatment
facility at the reservoir, and release treated water to remove any threat of the disease. The construction
of a water treatment facility at the reservoir would hav~: been at an added cost of approximatdy
$2,000,000, which made the original scoped alternativ~: cost prohibitive.

Given the cost ofthe original design, the Town instructed its design consultant, R.T.\V., Fort
Collins, Colorado, to develop a new pipeline alignment. The consultant determined that the::: pipeline
could be installed from the mouth of Gore Canyon at the Colorado River, to their existing water
treatment facility, thus eliminating any concern of introducing whirling disease into Jones No.2
Reservoir. This modified design alternative maintained the same construction items as identified under
the previous design alignment, with the exception of the pipe length, which was reduced by 2,000 linear
feet. The Town has approved this design alternative, :md final design plans and construction documents
were completed in the fall of 2003.-

In January of 2004 the Town received 8 bids to construct the project. The 3 lowest bid results are
summarized as follows:

1. Ben Do V olt Construction, Golden, Colorado
2. Duckels, Steamboat, Colorado
3. Precision Excavating, Hayden, Colorado

= $1,548,707
= $1,641,229
= $1,899,529

Per the construction documents, the Town has the right to review all bids and to award the contract
to the lowest, most qualified, responsible, responsive Bidder, with the additional right to rl~ject any or all
bids. Based on the Town's review of the bids received, the Town has decided to award the: contract to the
second lowest bidder, Duckels, at their bid price of$1,641,229.
D1SCUSSIONS

The Town has completed the design, bid the project, and is ready to commenGe construction.
Additional costs, however, have occurred, due to design changes, water rights investigations and
negotiations, and higher then anticipated construction costs. These specific additional costs are described
as follows:

Proiect Desirm/Construction Mana!!ement:

The original cost to design and manage the construction of the project was estimated at $168,891.
Given the Whirling Disease concerns raised by the Ranch, the project design was changed to have the raw
water delivery pipe run directly from the Colorado River to the Town's water treatment facility.
Additionally, the complexity of the project and higher construction costs have increased the level of
construction management needed for the proj ect.

Added Cost: $53,359
