ARKANSAS BASIN

Basinwide Conditions Assessment
The SWSI value for the month was 3.0. The Natural
Resources Conservation Service reports that February 1
snowpack is 1470/0 of normal. Flow at the gaging station
Arkansas River near Portland was 567 cfs, as compared to
the long-term average of 371 cfs. Storage in Turquoise,
Twin Lakes, Pueblo, and John Martin reservoirs totaled
1020/0 of normal as of the end of January.

Outlook
Reservoir storage in the Pueblo Winter Water
Program totaled 101,311 acre-feet as of the end of January.
This storage amount is slightly lower than last year's storage
to date of 102,795 acre-feet and represents 1430/0 of the
past five-year average. The overall Pueblo Reservoir
storage content of 221,220 acre-feet at the end of January
was as near the top of the Conservation Storage Pool in
Pueblo Reservoir (256,949 acre-feet) as it has been for over
seven years. Some strategic planning has already begun to
ensure storage options are carefully thought through prior to
the end of Winter Water Storage on March 14, 2008 to avoid
account spills.
Conservation storage in John Martin Reservoir has
accumulated 16,290 acre-feet versus 20,553 acre-feet as of
the end of January last year. The end of January storage
content of 51,440 acre-feet is still small compared to the
available storage volume of approximately 345,000 acre-feet.

Administrative/Manaqement Concerns
A significant topic of conversation and some
controversy in the Arkansas River Basin has been the draft
Efficiency Rules being considered by the State Engineer.
These Rules are believed to be necessary to ensure
continued compliance with the Arkansas River Compact and
to avoid future litigation with the State of Kansas.

Feb-08

ARKANSAS BASIN SNSI HISTCRY

I-
W
S

W
::J
....J
<C
> 0
><
w
o
z
- -1
>-
0::
o
-2

-3

-4
Jan-99 Jan-DO Jan-D1 Jal1-02 Jal1-03 Jal1-04 Jal1-05 Jan-OO Jan-D7 Jan-D8

rvDNTH / YEAR

ARKANSAS RIVER NR PORTLAND, FLOW BY WATER YEAR

160,000

_ 140,000
Q)
Q)
LL
~ 120,000
u
<(
S~ 100,000
o
---l
LL
w 80,000
>
i=
:s 60,000
:J
~
B 40,000

20,000

o
O:i

Nov

Dee

Jan

Feb

rvlarch

-----8-- WET (1984)

~ DRY (2002)

---fr-- A VG

-* 2008

REPRESENTATIVE RESERVOI RS

250,000

200,000

Q3
~
cb
~ 150,000
ai
0)
co
o
~ 100,000
:0
~
:J

50,000

John rvlartin

Pueblo

Turquoise

T wn Lakes

11II Avg. 1/31 Contents

m11 /31 /08 Contents

4
