Introduction

The purpose of this study is to determine the potential water available for transfer, after decrees
senior to the Grand Mesa Water Conservancy District have been satisfied, for storage at a new
reservoir (Cactus Park or other viable sites). The reservoir would primarily be used for irrigation
storage to meet demands during dry years. The water could possibly be transferred to Cactus
Park from Leroux Creek or stored in a reservoir in the Leroux Creek basin. The runoff in Leroux
Creek was estimated for the periods between 1985 and 2001. Previous studies performed in
1973 (USBR, 1973) and 1986 (PRC, 1986) estimated runoff in Leroux Creek for the periods of
1941 through 1984 and the results from these reports were used in this study. Due to the wide
variations in seasonal precipitation, the complex diversion ditches, water exchanges, and water
right holders in Leroux Creek, monthly data was used for the majority of the water availability
determination. Daily data were evaluated only for the years of 1948 and 1949, which are
considered normal runoff years, to verify the results of the monthly evaluation.

This study presents the results of the estimated runoff data, water availability and average annual
yield. The data gathered and the results of the analyses are summarized in Tables 1 through 13
and on Figures 1 through 6.
