land situated in the North one-half of Section 27, in Township 5 North of Range 66 West of the 6th
P.M., County of Weld, Colorado.

D. Water Rights
The water rights information is presented in Appendix D of this report. The Company is
authorized to annually fill 148.6 AF less any carryover storage from the previous year on
November 1st. The annual refill cannot exceed 361.4 AF in any annual accounting period
extending from November 1 sl through the next October 31 st. They have 168 AF of absolute
water rights and 342 AF of condition rights.

F. Water Quality
There will be no water quality impacts as a result of this project, nor will there be any new
water supplies developed as a part of this project for which water quality would need to be
addressed. Construction dewatering, process waters, and diversions will be perfomled in accordance
with required permit conditions.

G. Field Investigations
Terracon, Inc. performed geotechnical test borings and laboratory soil tests for the project.
Two test borings were drilled on June 30, 2003 and July 2, 2003 to a depth of 50 feet. The
laboratory testing of selected samples included water content, dry density, grain size, plasticity index,
and tri-axial strength. Terracon's geotechnical report is presented in Appendix E.

The soil to depths of7 to 8 feet consists of silty sand. The materials underlying the surface
soils and extending to the maximum depth of exploration consisted of inter-layered sand and clay
soils oflow to high plasticity. Field test results indicate that the clay soils vary from medium stiff to
very still in consistency. The sand soils vary from loose to medium dense in relatively density.
Laboratory test results indicate that the clay soils encountered vary from low to high plasticity. Tri-
axial strength tests conducted on an undisturbed sample obtained from boring B-1 at a depth of 7
feet, and a composite sample contained test boring B-2 at depths of 12 and 25 feet, have Mohr-
Coulomb strength parameters of34.30 and 33.60, respectively. Grain size distribution and Atterberg
limit tests indicate that the composite sample from test boring B-2 consisted of silty, clayey sand

(SC-SM).

Lake Arrowhead Dam Rehabilitation Feasibility Study

5

13DVLE
