Chapter III - Background Information

A. Study Area and Existing Facilities Description
Lake Arrowhead Dam is located in the western part of the Town of Evans on the southwest
corner of Weld County Road 54 and4ih Avenue, 2 miles southwest of Greeley as shown in Figure I-
I. Lake Arrowhead Dam is classified under SEO guidelines as a Small, Class III structure, with a
height of 30.2 feet impounding 230 AF at the spillway crest. Arrowhead Road crosses along the
1,480- foot dam crest long. The spillway is located on the right abutment and consists of a bridge
under the road.

On August 10, 2002 a large sinkhole was discovered on the downstream slope of the dam
along the axis of the 24-inch CMP outlet pipe. The sinkhole, approximately 15 feet in diameter and
20 feet deep, was caused by the failure of the 24-inch CMP outlet pipe. The SEO recommended the
lake to be drained until repairs could be made. The Company closed the road that crosses the dam
crest and drained the reservoir with pumps.

The source of water for the reservoir is from precipitation, runoff, and groundwater seepage.
The north end of the dam is located in the northeast quarter of the northeast quarter, Section 27,
Township 5 North, Range 66 West of the 6th P.M, at a point 26 feet from the East section line and
520 feet from the North section line of Section 27.

B. Water Demands

The purpose of this project is strictly limited in scope to the rehabilitation of the outlet pipe
and toe drain system. No additional water supplies will be developed in connection with this project.
No new or increased diversions will be made and no additional storage capacity will be created at the
reservoir. The uses of the water from Lake Arrowhead Reservoir will not change as a result of this
project. This project will not increase the Company's irrigation water supply.

C. Project Lands

Lake Arrowhead Reservoir storage will not change as a result of this project. This project
will not broaden the Company's service area and will not provide for irrigation of any new lands.
The present lands irrigated are 226.7 acres in Lake Arrowhead Subdivision described as a tract of

Lake Arrowhead Dam Rehabilitation Feasibility Study

4

13DVLE
