,.

3. Support for the Project - Although we do have the letter of support from the Town of Dove Creek
dated May 2, 2003, it would be helpful for us to have a better sense of the level of support for the
project from the residents who will be faced with the decision of signing up or not. Any
additional information you can provide on this matter would be useful. To what level did
DWCD. or the Secondary Water Supply conduct outreach meetings, surveys, etc.? I do
understand that you may be proceeding with initial tap sign-ups now, prior to our loan
consideration in July.

4. Feasibility Study - It has been several weeks since I looked at the last draft of the Feasibility
Study received on 517103. In addition to the above items, there may be other areas that will need
some adjustment. I will be addressing those items separately in the near future. Also, please
note that our new loan interest rates were adopted at the May Board meeting. These rates will
apply to loans approved at our upcoming July meeting. The new rate for this 10-year loan will be
3.00% per year.

If you have additional questions on this letter please contact me at 303-866-3428. Thank you.
Sincerely,

~~~
Bruce L.
