CWCR Construction ]~und Loan Application

4, General location of the project. (please include county, and approximate distance and direction
from nearest town, as well as legal description, if known,- The project is within the Town of
Dove Creek, Dolores County, Colorado.
5. Please provide a brief narrative description of the proposed project including purpose, need,
facilities, type of water uses to be served and service area. Attach separate sheet, if needed. -
The citizens of Dove Creek currently use treated water for their lawn and garden irrigation
needs within the service area of the Town of Dove Creek. This treated-water supply is an
expensive source of supply for such irrigation uses ($2.50 per 1000 gallons). Additionally, the
Town of Dove Creek has been under voluntary wa.ter restrictions for the last three summers.
The Dove Creek Secondary Water Supply system would provide the citizens of Dove Creek
with an alternative source of water supply for outside irrigation use at a much cheaper cost, and
would utilize a portion of the Dolores Water Conservancy District's excess M&I water supply
(about 100 to 200 acre-feet per year). This supply can be provided at about $1.26 per 1000
gallons, including annual operation and maintenancc~ costs. Actual water costs would be $0.33
per 1000 gallons. The Dolores Water Conservancy District, under a franchise agreement with
the Town of Dove Creek, would construct a water ddivery system including a pumping plant, a
5 to 10 acre-foot terminal storage reservoir, 32,000 feet of delivery pipeline, and 307 individual
water taps with water meters. The project will allow the DWCD to use a portion of its excess
M&I water supply. At the present time the DWCD has a $108. per acre-foot re-payment
obligation for its M&I water supply. This project will provide the DWCD with much needed
revenue to meet its repayment obligation, which is currently paid through local property taxes.

Water Right: Dolores Project Water Rights (DWCD's M&I water)

Average water diverted per year: 5,120 acre-feet; 100 to 200 acre-feet will be used for this
project

6. Will the acquisition of additional water rights be necl~ssary? YES _ NO X
If YES, please explain.

7. Please list the names and addresses of the Applicants' engineer(s) and attorney(s).
NAME ADDRESS and PHONE
Chuck Lurvey, O&M Chief for the DWCD, (address and phone same as Applicant)
Steven Harris, Harris Water Engineering, 954 E. 2nd Ave., Durango, CO, 81301,970-259-5322

3

CFLA902
