~~

I'
..~.
::-1! ......
;;- I

Memorandum
August 15, 1995
Page Two

It should also be noted that Norwood has filed for water rights on the San Miguel River as a
potential future source of supply. The currently proposed project then represents a first step
in a long-term development program which may include a number of different sources of
municipal water supply for the area.

Based on these considerations, I recommend that we move forward with the loan prior to the
September Board meeting and that the Board approve the staff recommendation which was
presented to the Board on July 25th: The Board finds that the Town of Norwood and the
Norwood Water Commission have satisfactorily met the conditions for final loan approval and
the Board directs the staff to enter into contract negotiations for a loan or loans not to exceed
$950,000 for design and construction of a new raw water reservoir.

To attempt to avoid water supply problems this winter, Norwood is hoping to proceed to
construction as soon as possible. We would therefore like to be under contract with them at
the earliest possible date. I, or a memeber of my staff, will conduct a telephone poll of the
Board after you have had a chance to read and consider this memo and the enclosures to
request your decision on the above recommendation.

Enclosure

cc: June Estep, Town of Norwood
Ralph Weaver, Norwood Water Commission
Ken Knox, Water Division Four
Bill Hamman, WestWater Engineering

WEG Nonnem3.
