I raised the question at the <br />meeting as to the suitability of this acquisition for municipal water supply purposes. <br /> <br />After discussions with my staff (see the enclosed memo from Bill Green) and with Ken Knox, <br />the Division Four Engineer, I have concluded that: <br /> <br />(I) the bylaws of the FWDC apparently allow FWDC water to be used for <br />domestic purposes, <br /> <br />(2) FWDC water has historically been used by Norwood for such purposes, <br /> <br />(3) the proposed reservoir would allow Norwood to operate in accordance with the <br />bylaws of the FWDC which do not permit releases from Gurley Reservoir in <br />the winter months, <br /> <br />(4) in addition to 110 shares in the FWDC, Norwood has municipal water rights in <br />the Gurley Ditch drainage area, <br /> <br />(5) an adequate water supply would be available for the project based on the <br />estimates given in the feasibility study prepared by the engineer for Norwood <br />(actual yields from Norwood's municipal water rights and from the FWDC <br />shares will vary from year to year depending on hydrologic conditions), and <br /> <br />(6) additional storage is an important aspect for development of a reliable water <br />supply to the NWC service area which includes the Town of Norwood and the <br />Wright's Mesa rural area. <br />
