<br />The Grass Valley Canal has been awarded a water right of 100 cfs (now limited by <br />diversion and use to 60 cfs) with priority right relating back to July 20, 1887. It is <br />the District's intention to fully utilize its 100 cfs water right. Harvey Gap <br />Reservoir has a Reservoir Priority of No. 5 relating back to April 1, 1891. <br /> <br />Project Description and Alternatives <br /> <br />The purpose of this project is to replace the transformer at the Silt Pumping Plant. <br />Replacement is necessary because X-Cel Energy is upgrading their transmission <br />line from 69kV to 115kV in the year 2006. Four alternatives were considered: <br /> <br />1. No action alternative. <br />2. Obtain our power from X-Cel Energy distribution line and upgrade <br />our pumps and motors to meet their voltage. <br />3. Replace our transformer and upgrade our pumps and motors. <br />4. Replace our transformer with a voltage configuration that will allow <br />us to upgrade our pumps and motors to a more common voltage at a <br />later date. <br /> <br />Alternative No. 1 was considered unacceptable since we would not be able to <br />pump from the Colorado River, thereby diminishing our annual water supply by up <br />to 5,000 acre feet. <br /> <br />Alternative No.2 was ruled out because of the increased power costs of nearly a <br />tripled amount. (Silt Water Conservancy District has a contract with Western Area <br />Power Administration (W AP A) to supply Colorado River Stbrage Project (CRSP) <br />electricity to our Project). <br /> <br />Alternative No.3 was ruled out due to the cost. <br /> <br />Alternative No.4 was chosen, since it will allow us to keep pumping water with <br />our existing equipment while allowing us to upgrade our pumps and motors at a <br />later date. <br /> <br />6 <br />
