irrigatinp, CAnals, as provided by law, or pursuant to the arrange-
ments of the parties to e:uch exchanges as have been made or may
be made, for the mutu~l Blccommodation and benefit of appropriators
of water and owners of WElter rights, contributing to such exchanges.
