Need for the Project

The LPBCC owns in their wells what is considered a junior water
right. There are numerous downstream ditches, reservoirs, and the
Interstate Compact with Nebraska which all have senior water
rights to the LPBCC wells. Having wells for irrigation requires
that the depletions from the pumping of the wells be replaced
during times when there is a "call" on the river by a senior
downstream water right. The LPBCC has been able to provide
partial coverage of these depletions through their own
augmentation plan by generating credits from artificial recharge.
Since GASP has indicated that they will no longer provide
augmentation for well users, the LPBCC must pursue steps to
provide their own additional augmentation.

The LPBCC wants to develop additional augmentation supplies to be
used to offset the depletions caused by their 101 wells. By
generating more augmentation the LPBCC can protect themselves
from possible curtailment and potentially provide excess
resources for other well users in their area of the river.

Feasibility Study
Lower Platte and Beaver
Augmentation Project
January 2004

2
