Rinne, Director <br />Resource Management and Technical Services <br /> <br />Subject: Final Biological Assessment and Request for Formal Section 7 <br />Consultatio~, Endangered Species Act, on lower Colorado River <br />Operations and Maintenance - lake Mead to Southerly International <br />Boundary <br /> <br />Enclosed is the subjeat biological assessment entitled "Description and <br />Assessment of Operatidns, Maintenance, and Sensitive Species of the lower <br />Colorado River." Withl this biological assessment, Reclamation requests formal <br />section 7 consultatio~ (50 CFR 402.14) for certain listed species and critical <br />habitat and a conference (50 CFR 402.10) on a proposed threatened species. <br /> <br />Reclamation regrets the additional delay in providing this final biological <br />assessment, and it is recognized that this may effect an equivalent delay in the <br />issuance of the Servic~'s draft biological opinion. However, our Consultation <br />Agreement time table still provides sufficient time for a 45-day public review of <br />the draft biological opinion and the issuance of a final biological opinion by <br />April 15, 1997. ' <br /> <br />As we have offered previously, Reclamation is prepared to meet with the Service <br />to discuss the biological assessment, since we realize it is a large document <br />which summarizes a complexity of operational and maintenance functions and the <br />potential effects of such functions on protected resources. Reclamation is also <br />available to provide additional data and explanation as necessary.
