--Bert Weaver: same sentiments of county contributions; comment <br />on pre-72 lots: lesson in legislative response to water problems: SB <br />35 meant to regulate subdivisions; 35 years later, each mining <br />claim is also a "pre-1972" lot. 12,000-14,000 mining claims in <br />Clear Creels County; thus, these separate parcel needs to betaken <br />into account. <br />--Mike Shimmin: Dilemma: are we to put everything on hold until <br />we hear from this: only 250,000 left for this fiscal year. <br />--Jerke: Will have discussion after dimier. Water Supply Account (WSRA) <br />Presentations from Applicants Seeking Roundtable Approval <br />1) Georgetown and Blackhawk Water Storage in Georgetown <br />Lake <br />Chuck Stern: Town Administrator: Georgetown; Dale Lower: Water <br />System: Blackhawk; partners in Georgetown Lake <br />History: 1999: Georgetown applied for junior storage rights in <br />Georgetown Lake; holds 385 acft of water; with 62 acre surface area; <br />in 2000, Town entered water storage agreement with Viddler Water <br />County to store up to 100 acft of water in the lake; Georgetown has <br />purchased Viddler; in 2002, Golden released their water from the <br />lake; the valve was damaged in operation; hydro plant that is <br />privately owned; complicates operation of the lake; from 2000-2005, <br />dam gate valve was closed and not used; in 2005, the state Div 1 <br />Engineer ordered Georgetown to begin accounting for evaporation; <br />2006, Georgetown began manual operation of the dam gate valve for <br />domestic consLUnption when 1866 water right out of priority; July <br />2006, Westminster as an opposer raised concerns that gate valve <br />was not sufficient to pass enough water to prevent out of priority <br />storage; this led State Div 1 Engineer to hold summit meeting in Dec <br />2006; because of concerns with manual operations of gate valve, <br />concerns re: out of priority storage occurring, thus Div 1 engineer <br />ordered Georgetown to close gate and to not release out of the lake <br />for evaporation; summer 2007, Blackhawk purchased Golden's right <br />for 100 acft of storage; Blacldiawk and Georgetown partnered and <br />hired consultant to determine how to prevent out of priority storage. <br />The TCB study came up with 3 alternatives with prices ranging from <br />$600,000 - $1 million. In conclusion, this application would be new <br />decreed stored water: 80-110 acft <br />This application for $150,000 brings wet water that preserves high <br />altitude water storage with lower evaporation rates. <br />--This is basin money application. <br />8 <br />
