South Platte Basin Roundtable Meeting Minutes <br />January 8, 2008 <br />Weld County, Colorado <br />Please contact Lisa McVicker for any changes or corrections to the minutes: <br />mcvicker~gwest.net <br />NEXT MEETING: Tuesday, February 12 <br />Bill Jerke calls meeting to order at 4:20 pm <br />L Standard Reports: <br />IBCC Report: Eric Wilkinson: <br />IBCC has not met since October 22: report from 10/22 meeting in <br />Glenwood: discussion on loolang at solutions to Statewide Gap: 7pump- <br />backprojects; thoughts toward using IBCC to facilitate those projects and <br />studies. Meeting on January 7 canceled due to storm on west slope. <br />CWCB Report: Meeting on Nov 14, 15 in Golden: Issues of concern to <br />this roundtable: CDM has finished phase 2 of SWSL focusing on four <br />teclulical efforts; Section 6 not yet finalized; in draft form: outlines what <br />measures CWCB will follow as result of phase 2; could include pursuit of <br />additional solutions for gap. Guidelines for 179 money will not change <br />between Oct 2007 and Oct 2008; will be revisited in 2008; discussion of <br />significant expenditures on CWCB projects bills; proposal in front of <br />CWCB for "Policy No. 18" that would allow a set aside for 20% of <br />severance tax trust fiend perpetual base account for future water projects <br />for State; would include a degree of ownership in these projects would <br />focus on statewide projects; state would thus get a proportion of the water <br />in agreement with owner of dam; idea is to use the state's interest in these <br />projects to address such issues as endangered species; thus, for example; <br />the state could have interest in Ovid Reservoir; other issues could include: <br />compact compliance or enhancement of in-stream flow; <br />provisions are such that state legislature would have to lend approval; <br />likewise, any investment of these funds would need state legislature <br />approval; Willnson opines that it is worthy of study and for the <br />roundtable discussion and consideration; potential for state fiinding to be <br />used to address the Republican River compact challenges: up to $40 <br />million for inunediate issues arising from the Republican River compact; <br />CWCB included $400,000 to allow state to address Wild and Scenic River <br />on Colorado and Yampa Rivers; idea is to look at alternatives to Wild and <br />Scenic River designations in order to avoid federal mandate; St Vrain, for <br />example, pursued an alternative to federal designation; similar effort was <br />also accomplished on South Platte above Denver; thus, aimed at allowing <br />the State to work with federal agencies to determine best management of <br />the streams of Colorado.
