Long Gulch, Miller Fork, Noel's Draw, North Fork Big Thompson River, Quillan Gulch, Rabbit <br />Gulch, Redstone Creek, Sherry Drive Overflow, Shields Street Divided Flow Path -Hill Pond Road, <br />Shields Street Divided Flow Path -Shire Court, Shields Street Divided Flow Path - Windtrail Swale, <br />Spring Creek, Tributary BT-1, Tributary BT-2, Tributary BT-3, Tributary BT-4, and West Creek. It <br />includes approximate 100-year floodplain information for Stonewall Creek, North Fork Cache La <br />Poudre River, Boxelder Creek, Coal Creek, Indian Creek, Cache La Poudre River, Rawhide Creek, <br />South Fork Cache La Poudre River, Dry Creek, Beaver Creek, Horsetooth Reservoir, Buckhorn Creek, <br />Redstone Creek, Spring Creek, Boxelder Creek I-25 Split, Boxelder Creek I-25 Split OveiTlow, and <br />Fall River. The studied streams are in the South Platte River watershed. <br />Technical Issues: This study includes all major waterways within Larimer County and its <br />incorporated communities and updates the maps to a Geographic Information System (GIS) platform. <br />This restudy incorporates a number of new studied stream reaches and numerous revisions of existing <br />studied stream reaches throughout the County. A number of Letters of Map Revision were also <br />incorporated. Prior to this study, there were no previously printed Flood Insurance Studies for the <br />Towns of Berthoud, Johnstown, and Timnath. <br />Community response: This study was prepared by FEMA in cooperation with Larimer County and its <br />incorporated municipalities as part of the National Map Modernization Program. One key element of the <br />Map Modernization Program is community involvement throughout the process. Prior to publishing the <br />new study, a final coordination meeting was held on October 18, 2005 in which members of FEMA, <br />CWCB, Larimer County, City of Ft. Collins, and the Town of Wellington were present. Representatives <br />of the other affected communities were invited to attend, but voluntarily declined with the knowledge tha <br />the map would move toward becoming effective following the meeting. The study was fully accepted and <br />endorsed by all agencies at this meeting. <br />Staff findings: The subject Flood Insurance Study revises and therefore supersedes previous versions of <br />the County's regulatory floodplain information. CWCB staff has determined that the subject floodplain <br />information for Larimer County and its incorporated municipalities is in conformance with the CWCB's <br />rules and regulations for floodplain designation and approval. <br />Staff recommendation: Staff recommends that the Board: 1) designate and approve the 100-year detailed <br />and approximate floodplain information contained in said report for Larimer County and incorporated <br />municipalities, and 2) authorize staff to prepare a floodplain resolution to be signed by the Director and <br />transmitted to Larimer County, its incorporated municipalities, and FEMA. This action is recommended in <br />order to meet statutory requirements. <br />STAFF RECOMMENDATION SUMMARY <br />Resolution Number OS-608: <br />Staff recommends that the Board: 1) designate and approve the 100-year detailed and approximate <br />floodplain information contained in said report within the Town of Erie and 2) authorize staff to prepare a <br />floodplain resolution to be signed by the Director and transmitted to the Town of Erie and to FEMA. This <br />action is recommended in order to meet statutory requirements. <br />Resolution Number OS-609: <br />Staff recommends that the Board: 1) designate and approve the 100-year detailed and approximate <br />floodplain information contained in said report for Larimer County and incorporated municipalities, and 2) <br />authorize staff to prepare a floodplain resolution to be signed by the Director and transmitted to Larimer <br />County, its incorporated municipalities, and FEMA.
