• "Floodplain Information" is a generic term used to describe any of the above types of reports
and/or maps in the CWCB's "rules and regulations..."
• "Floodplain Resolution" is a formal document prepared by CWCB staff describing the Floodplain
Information that is to be designated and approved by the Board.
1) Consent Agenda Item 3.a
Floodplain resolution number: FPR 08-608
Affected communities: Town of Erie
Name of study to be formally acted on: "Flood Insurance Study, Town of Erie, Colorado, Boulder and
Weld Counties" dated December 2, 2004, by the Federal Emergency Management Agency
Studied streams: The report includes detailed 100-year floodplain information for Bullhead Gulch,
Coal Creek, Boulder Creek, and Prince Tributary, West Branch. It also includes approximate 100-year
floodplain information for Coal Creek. The studied streams are in the South Platte River watershed.
Technical Issues: Since the previous Flood Insurance Study was published, the Town of Erie has
annexed lands from adjacent Boulder and Weld Counties, which requires an update of floodplain
information for the Town. This study includes all major waterways within the Town of Erie. This
restudy updates the previously designated Flood Insurance Study for the Town by incorporating a new
hydraulic analysis for Coal Creek. In addition, a number of Letters of Map Revision were also
incorporated.
Community response: This study was prepared by FEMA in cooperation with the Town of Erie. One
key element of FEMA's Physical Map Revision procedure is community involvement throughout the
process.
Staff findings: The subject Flood Insurance Study revises and therefore supersedes previous versions of
the Town's regulatory floodplain infoiYnation. CWCB staff has deteiYnined that the subject floodplain
information for the Town of Erie is in conformance with the CWCB's rules and regulations for floodplain
designation and approval.
Staff recommendation: Staff recommends that the Board: 1) designate and approve the 100-year detailed
and approximate floodplain information contained in said report within the Town of Erie and 2) authorize
staff to prepare a floodplain resolution to be signed by the Director and transmitted to the Town of Erie and
to FEMA. This action is recommended in order to meet statutory requirements.
2) Consent Agenda Item 3.b
Floodplain resolution number: FPR 08-609
Affected communities: Latimer County, City of Fort Collins, Town of Berthoud, Town of Estes Park,
City of Loveland, Town of Timnath, Town of Wellington, Town of Johnstown,
Name of study to be formally acted on: "Flood Insurance Study, Latimer County, Colorado, and
Incorporated Areas" dated December 19, 2006, by the Federal Emergency Management Agency
Studied streams: The report includes detailed 100-year floodplain information for Big Thompson
River, Big Thompson River Gravel Pit Split, Big Thompson River Overflow, Big Thompson River
South Spill, Black Canyon Creek, Bobcat Gulch, Boxelder Creek, Boxelder Creek I-25 Split, Boxelder
Creek I-25 Split Overflow, Boxelder Creek -Left Overbank Divided Flow at Indian Creek, Boxelder
Creek Overflow -Downstream, Boxelder Creek Overflow -Upstream, Buckhorn Creek, Cache La
Poudre LEMAYDS, Cache La Poudre LINC, Cache La Poudre Lowflow Channel, Cache La Poudre
LPATH, Cache La Poudre River, Cache La Poudre River -Interstate Highway 25 Divided Flooo,
Cache La Poudre River Split LPATH, Cache La Poudre Split RPATH, Cedar Creek, Coal Creek,
Cooper Slough, Cooper Slough Overflow, Dark Gulch, Devils Gulch, Dickson Gulch, Dry Creek-BTR
Dry Creek, Dry Gulch, Fall River, Fall River Overflow, Fish Creek, Fox Creek, Glade Road Split,
Watershed Protection and Flood Mitigation • Water Project Planning and Financing • Stream and Lake Protection Z
Water Supply Protection • Conservation Planning
