<br />- <br /> <br /> <br />, <br />i <br />The Study Team will accomplish this step by following the guidance in Chapter Seven of <br />I <br />the Corps 1996 Planning Manual (IWR Report 96-~-21), and Pages 151-152 of <br />Appendix E in ER 1105-2-100. The end product of this step shall be a draft written, <br />report quality, summary and results of this plannin~ step for review and comment by the <br />stakeholders. This planning step will be accomplished in a 6-month to -month time <br />period. Stakeholder comments will be addressed as the end product is converted into the <br />Draft Feasibility Report/Environmental Impact Sta~ement. <br /> <br />Step 3 - Formulation of Alternative Plans <br /> <br />Plan formulation consists of three phases: 1) identifying ecosystem restoration measures; <br />2) formulating alternatives from mixing and matching the ecosystem restoration measure <br />building blocks; and 3) iterative reformulation, during which alternative plans previously <br />formulated are changed for one or more reasons. Measures may be added, dropped, re- <br />scaled, or otherwise modified such that the reformulated plan will better achieve a <br />planning objective or stay within the limits of a constraint. <br /> <br />For this step the Corps/Sponsor Study Team will formulate alternative plans to identify <br />specific ways to achieve planning objectives within constraints, and so as to solve the <br />problems and realize the opportunities that were identified in step 1. An alternative plan <br />consists of a system of measures, strategies, or programs formulated to meet, fully or <br />partially, the identified study planning objectives subject to the planning constraints. A <br />measure is a feature or an activity that can be implemented at a specific geographic site to <br />address one or more planning objectives. Measures are the building blocks of alternative <br />plans. An alternative plan is a set of one or more measures functioning together to <br />address one or more objectives. A range of alternative plans will be identified at the <br />beginning of the planning process and screened and refined in subsequent iterations <br />throughout the planning process. However, additional alternative plans may be identified <br />at any time during the process. Plans will be in compliance with existing statutes, <br />. administrative regulations, and common law or include proposals for changes as <br />appropriate. <br /> <br />A workgroup of stakeholders will be developed to assist in the development of <br />alternatives. The workgroup will likely consist of those entities listed in planning step 1. <br /> <br />Formulated alternative plans will be significantly differentiated from each other. Each <br />alternative plan will be formulated in consideration of four criteria: completeness, <br />efficiency, effectiveness, and acceptability. Completeness is the extent to which the <br />alternative plans provide and account for all necessary investments or other actions to <br />ensure the realization of the planning objectives. Effectiveness is the extent to which the' <br />alternative plans contribute to achieve the planning objectives. Efficiency is the extent to <br />which an alternative plan is the most cost effective means of achieving the objectives. <br />Acceptability is the extent to which the alternative plans are acceptable in terms of <br /> <br />5 <br /> <br />
