<br /> <br />The study is authorized under Section 808 of the Water Resources Development Act <br />of 1986, Public Law 99-662, dated 27 November 1986. As instructed in the study <br />authority, the storage reallocation will be made under the authority of the 1958 Water <br />Supply Act. The Colorado Water Conservation Board (CWCB) is the lead sponsor for <br />this study. They will coordinate the interests arid input from the water providers that will <br />be impacted by any storage reallocation. The Sponsor expects the Feasibility Study to <br />identify, if feasible, the potential costs for reallocated storage. This study will be used by <br />the Sponsor to allocate storage to the interested water providers in the area. The Corps of <br />. Engineers will not take a position regarding the allocation ofthis space; however, the <br />Corps will be responsible for assuring that the proper contracting vehicles are in place for <br />any use of the reallocated storage. A considerable portion of the technical work is being <br />performed under contract by Tetra Tech-Foster Wheeler of Denver, Colorado. <br /> <br />5. REVIEW REQUIREMENTS <br /> <br />Initial Quality Control QC review will be handled within the Section or Branch <br />performing the work or by staff in the corresponding CWCB subdivision when it <br />involves In-Kind Services. Additional QC will be performed by the Product Delivery <br />Team (PDT) during the course of completing the FeasibHity Study and by the contractor. <br />The detailed checks of computations and methodology should be performed at the <br />District level, and the processes for this level of review are well established. <br /> <br />The study is being conducted under the technical evaluation criteria contained in ER 1105-2-100 <br />and the Water Supply Handbook Revised IWR Report 96-PS-4, December 1998. All cunent Corps criteria <br />will be met. The study teams, for both the contracted work efforts and the in-house efforts, possess the <br />proper knowledge, skills, and experience necessary to perform the work. The quality control process will <br />ensure that: <br /> <br />. The document is consistent with established criteria, procedures and policy; <br />. Clearly justified and valid assumptions are used in accordance with established <br />guidance and policy; <br />. Any deviations are clearly identified and properly approved; <br />. The concepts, analyses, and details are appropriate, fully coordinated, and correct; <br />and <br />. The problems/issues are properly defined and scoped. <br /> <br /> <br />Pursuant to ECII05-2-408, this General Investigation Study will also need to have a <br />Corps ITR team assigned by the Planning Center of Expertise (PCX). Given the <br />Environmental component to this study will likely not be pursued, coordination with the <br />appropriate PCX for Ecosystem Restoration should not be needed. The general focus of <br />the ITR will include: <br /> <br />. Review of the planning process and criteria applied. <br />. Review of the methods of preliminary analysis and design. <br />.
