QUALITY CONTROL PLAN AND OBJECTIVES. <br />Quality study management and independent technical review are integral to the PMP. An <br />overriding objective is to integrate both while completing the feasibility study within a <br />reasonable time period and within budget. A Quality Control Plan is presented in <br />Appendix B. Quality review milestones for important study decisions in the planning <br />process are noted in the Appendix. Those tasks are important so that the technical results <br />can be relied upon in further work. The Corps and the Sponsor will share responsibility <br />for quality control, including independent technical review. Policy related problems or <br />issues would be elevated to the appropriate higher authority for resolution as they <br />develop. <br /> <br />Independent technical review (ITR), a form of peer review, is conducted on major study <br />products to a degree commensurate with study scope, scale and level of risk. The level of <br />technical review is influenced by the degree of technical difficulties, policy issues, <br />customer expectations, study scope and cost, individual project management processes. <br />To insure timely ITR, review teams are generally formed early in the study process <br />through coordination with the project manager, the PDT, appropriate supervisors and the <br />Northwestern Division (NWD). At the local level, the Sponsor utilizes a Project Peer <br />Review Process to deal with policy and technical quality issues, including independent <br />technical review.
