SLOPING OF FEMA FY08 PROJECTS The CWCB is planning on the pre-scoping of the <br />county MASS that will be submitted to FEMA for funding in FY08. These counties include <br />Morgan, Otero, Elbert, Rio Grande, Montrose and Gunnison. <br />NON-CWCB MAP MODERNIZATION PROJECTS IN THE STATE: Grand County went <br />effective January 2, 2008. It is being discussed that the La Plata County new Zone A floodplains <br />will be integrated into the State's countywide project due to the correlation of schedules. Eagle <br />County went effective December 4, 2007, Fremont County went effective September 19, 2007. <br />The following is additional statewide information of map modernization activities: <br />FY07 COUNTIES: State contracting is underway for the counties that have received funding for <br />FY07. The counties that have contracts being reviewed are Park, Delta, Summit and El Paso <br />Counties. <br />FY 06 COUNTIES: Weld County and LaPlata County detailed study work continues to <br />progress. The Teller and Archuleta County Zone A floodplains have been completed. Teller <br />and Archuleta Counties will be going preliminary early in 2008. Finalization of the Fremont <br />County and Clear- Creek County detailed studies continue to begin integration into the DFIRM as <br />a Physical Map Revisions (PMR). It was found with Clear Creek County that a Master Drainage <br />plan 100-year flows significantly exceed that of the effective FEMA flows and that Idaho Springs <br />may not be mapped showing accurate risk. The State and FEMA are going to be meeting with <br />Idaho Springs and the County to discuss what was found and how the locals wish to proceed. <br />The Pueblo County Arkansas River Levee floodplain study has begun, but is waiting on the City <br />of Pueblo detailed studies to be completed. From the Arkansas River analysis it can be <br />determined which sections of the Arkansas River levee need to be recertified. <br />FY 0_5 COUNTIES: All detailed studies for Mesa County have been completed, reviewed and <br />accepted by FEMA except for Lewis Wash. Lewis Wash is a perched channel with several <br />irrigation crossings and very flat surrounding terrain. As a result, the Lewis Wash study in Mesa <br />County is being discussed with FEMA as to the best approach for the floodplain delineation and <br />Zone determination. The Fremont and Clear Creek studies need some additional survey for the <br />last study to be completed. The Garfield Counties are completed and the Countywide project is <br />delayed due to a USGS study that has been reviewed by Michael Baker Jr., Inc. (FEMA's NSP) <br />and we are waiting for comment resolution. The Montezuma County DFIRM is currently in the <br />public review period which will end late February/early March 2008. <br />FY 04/03 COUNTIES: All of the Boulder County levees have been identified; FEMA and the <br />State have met with the City of Boulder and the County to determine the interest in a PAL <br />(Provisionally Accredited Levee) agreement and/or certification. The effective date is still <br />unknown. <br />FRONT RANGE DROUGHT RESPONSE TASK FORCE WEBPAGE: Peter Mayer of <br />Aquacraft and Liz Gardener of Denver Water invited OWCDP staff and several water providers along the <br />Front Range/ Denver media-shed to meet on December 18, 2007 to discuss and coordinate in the event <br />there is a drought in 2008. It was determined that the OWCDP would create a new webpage posting the <br />various Drought Response Plans of the Front Range water providers for public and media outlets. <br />Attendees to the meeting included Denver Water, Highlands Ranch, Thornton, Boulder, Aurora Water, <br />Centennial Water, Superior, Greeley, and Fort Collins, Colorado Springs Utilities, & Northglenn. <br />~g~ <br />
