percent each year-. This number is a good measure of effective training for floodplain management within
the state. A CFM exam was given January 7, 2008 and proctored by Thuy Patton from CWCB. The
exam was a success with a total of 14 individuals sitting for the exam.
Prior to the exam, Thuy Patton and Kevin Houck from CWCB offered a full day CFM review course on
January 4, 2008. This review course has been offered in the past and feedback has always been very
positive on the usefulness and application of this course for the exam.
THOMAS E. REMINGTON: NEW DIRECTOR OF THE COLORADO DIVISION OF
WILDLIFE: Thomas E. Remington has been named the new director of the Colorado Division of
Wildlife (DOW).
Remington has been manager of DOW's terrestrial section since 2004, overseeing the research programs
that guide management of mammals and birds. He also administered hunting recreation and species
conservation programs.
GOVERNOR'S WATER AVAILABILITY TASK FORCE UPDATE: The next meeting of the
Water Availability Task Force will be held on January 18, 2008 at the Division of Wildlife from 9-11:30
a.m. Task Force members will review stream flow and precipitation outlooks, resetti~oir conditions and
potential water supply impacts. The agenda will be posted and available on the CWCB website.
DRAFT REPORT REGARDING OPPORTUNITIES AND CHALLENGES WITH
POTENTIAL AGRICULTURAL WATER CONSERVATION: CWCB staff in cooperation
with the Colorado Water Resources Research Institute and CDM, has prepared a draft report for the
Colorado Water Agricultural Alliance. The report examines the opportunities and challenges associated
with implementing water conservation measures as a source of future water supply. Agricultural
irrigation is widely recognized as one of the most significant uses of water in Colorado, using
approximately 85 percent of the State's water. This has lead to a public perception that implementation of
agricultural water efficiency/conservation measures can easily provide additional water supplies to meet
growing demands for urban, industrial, recreation, and environmental water needs in Colorado. It is also
recognized that Colorado's water resources should not be wasted and that century old irrigation systems
and practices could benefit from modernization. With this in mind, CWCB staff is working with the
CWAA to determine what measures and activities might be undertaken to both educate the public and
policy makers on agriculture consetti~ation issues and to explore opportunities to improve agriculture
water use. The report includes implementation concepts for potential future consideration. These
potential considerations range from pilot projects to regulatory and statutory clarifications. Staff will be
working with CWAA members to produce a final draft which will also be provided to the Board for their
consideration.
The draft report was presented at the Agricultural Water Summit at the Jefferson County Fairgrounds on
December 14, 2007 by CWCB and CWRRI Staff. Comments on the draft report have been received by
members of the Colorado Water Agricultural Alliance and a final report with executive summary is
expected to be completed in February or March 2008.
FLOODPLAIN MAP MODERNIZATION UPDATE: The Albuquerque Corps of Engineers is
working to develop a scope of work to proceed with a Risk and Uncertainty analysis to determine their
ability to certify the Fountain Creek Levee in Pueblo and the Templeton Gap Levee in Colorado Springs.
Both communities want to pursue certification efforts. Discussions have begun with FEMA and the State
regarding how a floodplain will be developed behind each levee to meet FEMA mapping regulations.
~~~
