1. Introduction and Contact Information
The City of Northglenn, Colorado (the "City"), is a legally and regularly created,
established, organized and existing home rule city, municipal corporation and political
subdivision under the provisions of Article XX of the Constitution of the State of
Colorado and the Home Rule Charter of the City. Northglenn was incorporated on April
19, 1969, and operates under a City Charter that was adopted on April 29, 1975.
The City is located nine miles north of Denver, Colorado in western Adams County.
Northglenn began as a planned community in the spring of 1959, when a housing and
land development firm finalized plans for a large housing subdivision north of the Denver
Metropolitan area. From the first residential development in 1959, Northglenn has grown
to a home rule City with an estimated 2006 population of 37,176, encompassing 7.5
square miles of land. Northglenn began operating a municipal water system in 1980 and
is currently serving 10,319 customer accounts: 8,822 single-family, 882 townhomes, 136
multi-family apartments, 387 commercial/industrial, 24 school and 68 municipal
accounts. The annual average raw water usage is approximately 5,300 acre-feet.
The City of Northglenn has filed a State approved water conservation plan with the
CWCB. The City is a covered entity as defined in the Guidelines and is eligible to
submit the below application.
Summary of Project
The City of Northglenn, in conjunction with the Northglenn Lowe's store, is proposing to
host a large scale high efficiency toilet (HET) giveaway program in an aggressive effort
to conserve water. The City plans to give away 500 dual flush Caroma HETs to
residences that currently have 3.5+ gallon per flush (gpf) toilets. It is commonly assumed
that toilets account for the majority of indoor water use. By replacing these high volume
toilets with HETs, the City expects to save 20 - 25 acre feet of water annually. This
project is estimated at less than $80,000. In comparison, the cost to purchase 20 acre feet
of water is estimated at $11,000 per acre foot or $220,000 total.
The City plans to aggressively advertise this program, and being as that this is the first
program of its kind in Colorado, the project should have Front Range, if not Statewide,
press coverage. This will allow the City of Northglenn, other water providers, and the
press to promote educational opportunities and highlight additional water conservation
strategies.
