Northglenn, in conjunction with Lowe's Home Improvement, is proposing to host a large scale <br />high efficiency toilet (HET) giveaway program in an aggressive effort to conserve water. The <br />City plans to give away 500 1.6 gals dual-flush Caroma HETs to residences that currently have <br />3.5+ gallons per flush (gpf) toilets. It is commonly assumed that toilets account for the majority <br />of indoor water use. By replacing these high volume toilets with HETs, Northglenn expects to <br />save 20 - 25 acre feet of water annually. The project total cost is estimated at $215,000. <br />However, taking into consideration the considerable in-kind contribution from Sustainable <br />Solutions Industry, the HET toilet distributor, the project estimate is less than $80,000. In <br />comparison, the cost to purchase 20 acre feet of water is estimated at $11,000 per acre foot or <br />$220,000 total. <br />Northglenn will aggressively advertise this program. Because this is the first program of its kind <br />in Colorado, Northglenn is hopeful that it will garner Front Range, if not statewide, media <br />coverage, allowing them and other water providers to highlight and promote additional water <br />conservation strategies being implemented. This project and its results offer transferability to <br />other water providers around the State contemplating similar indoor fixture programs. <br />The applicant has demonstrated their financial ability to provide approximately 72% of the <br />project budget with matching funds in the form of $148,440 in-kind contribution and $5,000 <br />monetary contribution. The OWCDP has evaluated the grant application and finds that it meets <br />the CWCB Guidelines for the Water Efficiency Grant Program. <br />Recommendation: <br />The OWCDP recommends that the Board award a Water Efficiency Grant in the amount of <br />$60,000 to Northglenn to aid in achieving their long term water savings goal of 600 acre-feet per <br />year, identified in their Water Conservation Plan through implementation of the High Efficiency <br />Toilet Give-Away Program. <br />Attachments <br />~ City of Northglenn Grant Application (including scope of work & project budget). <br />~ Application evaluation criteria ranking sheet, scored by OWCDP. <br />
