Gimbel <br />, CWCB Director <br />Office of Water Conservation & Drought Planning <br /> Dan MoAuliffe <br /> CWCB Deputy Director <br />DATE: January 23, 2008 <br />SUBJECT: Agenda Item #26, Office of Water Conservation and Drought Planning (OWCDP) <br />City of Northglenn -High Efficiency Toilet Give-Away Program <br />Back6round <br />On July 1, 2007, the Water Efficiency Grant Program, which was established under HBOS-1254, <br />was merged with the Water Conservation Planning Program, which was established under <br />HB04-1365, to create one Water Efficiency Grant Program under Senate Bill 07-008. Monies in <br />the Water Efficiency Grant Program Cash Fund may be awarded to water providers and local <br />governmental entities to aid in developing and implementing Water Conservation Plans and <br />Drought Mitigation Plans. The Grant Guidelines, adopted by the Board in November 2006, <br />define water conservation to mean broadly water use efficiency, wise water-use, water <br />transmission and distribution system efficiency, and supply substitution. The objective of water <br />conservation is a long-term increase in the productive use of water supply in order to satisfy <br />water supply needs without compromising desired water services. <br />Summary of Grant Proposal <br />The OWCDP received a Water Efficiency Grant application from the City of Northglenn, a <br />covered entity located nine miles north of Denver, Colorado, in western Adams County. <br />Northglenn is currently serving 10,319 customer accounts: 8,822 single-family, 882 town <br />homes, 136 multi-family apartments, 387 commercial/industrial accounts, 24 school and 68 <br />municipal accounts. The annual average raw water usage is approximately 5,300 acre-feet. <br />Although 93% of Northglenn's service area is developed and population is not expected to grow <br />considerably, the City recognizes the importance of using water resources wisely and strives to <br />become a sustainable community. Northglenn has developed a Water Conservation Plan in <br />compliance with §37-60-126 C.R.S., which was approved by the OWCDP in June 2007, at <br />which time they became eligible for implementation grant funding.
